Abstract

The regional structure of unequal relations among social agents into capital subsystems (Levin, 1981; de Jong, 2009) historically determines the type of decisions regarding the management of production factors. This results in a vicious circle of rural pauperization and land degradation. In this paper evidences of these problems at first decade of the XXI century are diagnosed. The operation of transhumant production units is analyzed in terms of a simulation model (Levin and Kicillof, 1999). It is also considered the regional insertion and the consequent practices of natural resources management. Public lands in the Kilca river basin (Neuquén province), are particularly considered in terms of land evaluation according to its systemic dynamics and resilience.
