Abstract

In 1915, the railroad retirement act configured one
of the first social security policies implemented in Argentina
at the beginning of the twentieth century. This paper examines
the role that railroad workers played in the process of design,
discussion and approval of this legislation. To this end, it analyzes
the different actions and demands that railroad workers and
employees performed during the gestation of the retirement
benefit, from the presentation of the project in 1912 to its
approval in 1915. In particular, it seeks to explore their notions
of justice and equality, and the perceptions they built about their
rights. To this end, it focuses on the demands they formulated
in relation to the definition of the beneficiary universe, the
conditions of access to retirement, the financing of the fund and
the dispositions on strikes.
