From expectations to practices. The institutional configuration of legislative power in Mendoza. 1852-1861

The aim of this paper is to analyze the formation of the House of Deputes of the Province of Mendoza between 1852 and 1861. An institutional perspective is chosen to insert the process in the relational dynamic between the executive and judicial powers, also in conformation. In order to accomplish it, the discourses on the Legislature, both in the legislation and in the press, will be examined; going in a second time to the quantitative and qualitative study of the work of the Chamber. The hypothesis that guides the paper arguesthat high expectations about the possibilities of the House led to the production of negative statements about it. However the actions of legislators would have not reflected such images.Downloads
